I disagree with your first two points. But I agree with your last two. Riot Act is my second favorite PJ album and I think it's actually more consistent than Vitalogy (which I have at #1). Vitalogy just has some all time classic songs on it. Riot Act lacks that. Get Right and Help, Help are among my least favorite PJ songs, Ghost and Bushleaguer are so so. I like Cropduster and Green Disease, although they are not PJ standouts.
