I'd say reverse. The tax cut is a distractiin away from items like this and a few others.
Also, it won't survive the Byrd Rule. That's not an opinion. The bill that eventually gets voted on in the senate will have to be drastically changed, and that extra money won't come from additional taxing of the rich.

Do legislative bills lay out how the funding works in the pursuant appropriation bills, or are those their own animals that are basically drafted from square one?

It's an opinion until the final bill is written and voted on. IIRC, I read that W's tax cuts subverted that rule so there are options.
Edit: Ugh, the absence of the state/local income tax deduction is going to hit me pretty hard.
