Early reactions from the right:

Rep. Scott Taylor: I don't know how you get around that this wasn't a referendum on the administration, I just don't. Some of the very divisive rhetoric really prompted and helped usher in a really high Democratic turnout in Virginia.

Former GOP congressman Tom Davis: Ed couldn’t escape being a proxy for Trump, which killed him. It’s a huge drag on the ticket.

Republican strategist Alex Conant: As long as Trump’s approval rating is at 40 percent or less, we’re going to be facing significant headwinds. The immediate response will be to redouble on passing tax reform — preferably something that appeals to middle class and independent voters. Long term, more members will reconsider their approach to Trump.

Republican strategist Mike Murphy: The Trump message is a big loser in swing states and he hurts the G.O.P. far more than helps … Suburban voters don’t like Trump and his antics energize Democrats. The myth of Trump electoral power will now start to melt. A wildly unpopular president is a big political problem for the G.O.P. in swing states.

Paul Ryan: Tax cuts for the rich will fix this.

The disfunction of basic decision-making is downright humiliating:
Under pressure from businesses, House Republicans have gutted a plan to crack down on corporate tax avoidance – which is now helping put their broader tax-rewrite plan over budget.

They’ve scaled back the proposal -- opposed by the influential Koch brothers, as well as scores of large corporations -- so much that the provision is now projected to raise $7 billion over the next decade, which is 95 percent less than the original plan. Some companies would likely pay nothing under the revised plan.

Senate Republicans, meanwhile, plan to unveil a tax plan on Thursday that sharply diverges from the House GOP's plan, including by not fully repealing the estate tax, eliminating the state and local tax deduction and possibly changing a tax cut for unincorporated “pass-through” companies so it is more palatable to the small business lobby than the House legislation.

The House Republicans’ change in the corporate tax avoidance provision is a big reason why their tax plan now doesn’t fit within their budget, which allows them to cut taxes by $1.5 trillion. They’re now $146 billion over budget, according to Ed Lorenzen, a budget expert at the nonpartisan Committee for a Responsible Federal Budget.

This sums it up:
"To get it to $1.5 trillion, you know that's the bottom line," said Rep. Vern Buchanan (R-Fla.), who sits on the tax-writing committee. "It's a lot of hard decisions -- they've got to be made."
They've rejected deductions proposals related to low income families and higher education, among other things, because they have to be able to maximize deductions for their business-minded donors while not hitting that 1.5 trillion mark...passing which would allow democrats the chance to block the reform.
