Doesn't Spectre apply to all current chipsets?

Meltdown is just Intel. All Intel chipsets is my understanding and some AMD and like one or two ARM suffer from Spectre. But remember what you have in your PC is irrelevant. The cloud (AWS, Azure, Alibaba, etc.), your bank, and many public utility command and control systems are vulnerable.

FBI chief calls unbreakable encryption 'urgent public safety issue'

I think a much bigger public safety concern would be if the FBI could break into encrypted devices.
