The sad thing is, he didn't violate law as far as the legal precedent goes. He might have violated department policy, but its kind of fucked up that cops have no responsibility to attempt to respond to a crime.

Regardless of whether you think she "deserved" to be cuffed and arrested for being mouthy, I'd have to think a properly trained cop could detain an 80-pound woman without punching her in the head several times.
