Probably a safe assumption it is in early stages of design and production. TFA R1 amd TLJ were all in production simultaneously just at different stages.
That much we know from the art of books but one of the effects/creature guys on the TLJ bonus features talks about different projects on the go at once and being able to keep an eye on what that team is doing for R1 and the other teams doing for TLJ.
