The only time the word ska shows up in 311's wikipedia page is in this sentence:

2017 marked the fifth 311 Caribbean Cruise! Departed from Tampa to Cozumel, March 2–6, 2017, onboard the Norwegian Jade. Lineup of bands, DJs and comedians, including So-Cal roots-reggae act Rebelution, ska-pop icons Reel Big Fish, reggae-dub band Stick Figure, L.A.-based hip-hop duo People Under the Stairs, Mid-Atlantic beach rockers Ballyhoo!, alt-rocking go-go trio RDGLDGRN, funky-soul aficionados Los Stellarians (side project of 311 member SA Martinez) and Beastie Boys tribute band ILL Communication.

I really don't think of 311 as ska, but the only 311 songs I know are "Amber", "Come Original", "Flowing" and "Down". I would not categorize any of them as ska or punk

311 is definitely ska-adjacent -- they're like a weird lovechild of rap-rock and reggae, creating a cocktail of douchebaggery unlike any before them.
