Pure speculation, but perhaps because Cohen's is a State case, and Mueller's investigation is Federal, this means that any cooperation Cohen might offer Mueller will be taken into account at sentencing, but is not a clearly defined part of the deal as of yet

Sounds like he’s pleading to campaign finance violations, presumably related to affair partner payments. It’ll be hard to sell the ”nothing to do with Trump” bunt that Republicans offered when the Manafort indictments happened.

I've previously read that in this sort of split scenario, the judge will take into account the defendant's behavior on and around ALL counts when it comes to sentencing.

Add to that the second case next month (with 1000 pieces of evidence scheduled to be presented), and he's still completely screwed.
