I mean, the ballots here in WA are like that. My thought was if the person counting them didn’t like who you voted for, they could cross it out and color in the circle for the other candidate. Just like in the pic. I'm pretty sure they're machine-counted first, and when there's a recount they have a group of people examine each individual ballot so there's none of that foolishness.
