Here’s the video. he is clearly describing a decision process after delivery. It’s probably happened like 6 times out of over 50,000,000 abortions, but that context doesn’t matter to staunch pro-lifers.

He specifies that he’s talking about nonviable fetuses whose mothers are already in labor at the time of decision-making. He then says:
“If a mother is in labor, I can tell you exactly what would happen. The infant would be delivered. The infant would be kept comfortable. The infant would be resuscitated if that’s what the mother and the family desired, and then a discussion would ensue between the physicians and the mother.”
That’s not a description of the impact of the bill, which sets legal requirements to third trimester abortion (ie physical danger to the mother) that
would no longer apply. That’s a description of how we handle nonviable newborns every day.
He’s explaining the gentleness of medical decision-making that is happening around tragically formed babies all the time, to demonstrate how that care and respect would translate to pre-birth decision-making.
