They can do whatever they want now. But Lucas was very clear that the Sith could not come back. Part of their whole thing was to find ways to overcome death. But that they'd never be able to because their motives are dark and selfish. Qui-Gon figures out how to live on in the Force after death and teaches it to others. While, if that's true, that will be the main meaning of the title. It's also the kind of title that will have several meanings. Like Kylo's rise in the First Order. Luke's rise to a force ghost (or whatever happens with Luke). It could even in a roundabout way be a nod towards Anakin, since in a way he is the character the nine episode saga is built on. It could even be Leia, but unlikely with Carrie gone. It could be Rey in a different way from the Gray Jedi way, more about family and her actual rise, but that's the least likely I think.

I thought this was a Dark Jedi, but it’s the same exact idea. The rigidity of the Jedi was touched on in the PT and by Yoda in 8. This new order still feels a bit rushed.

Again, people have wanted to/tried to tweak things in the past. The Jedi's hubris and rigidity in large part lead to their being almost entirely wiped out. The fact that their numbers dropped from whatever hundreds? thousands? down to like... 2 is pretty extreme. Makes sense that after such a huge and massive event that things would change.
