The article does seem to indicate that Ed was writing something for the movie. But I'm not sure about Cooper being the one to turn down the songs. He does seem to look up to Ed a bit.

What I read at the time was Cooper thought it was crazy how he could turn down someone he looked up to who wanted to give him a song but it was the right thing for the movie. His people probably had it erased from existence.

Are you sure you're not getting it mixed up with the Out of the Furnace stuff, also directed by a guy with the surname Cooper?

In fact, Pearl Jam’s front man Eddie Vedder song “Release” is featured in the film’s first trailer. In addition, 15 songs were written & performed by Eddie Vedder for the film’s soundtrack. However, by mutual decision, the writer-director & Vedder agreed that songs will not appear nor will they be commercially released as originally intended.

In an interview with HitFix, Out of the Furnace director Scott Cooper discussed this “sad for fans” determination:

“It was a very difficult decision to make because any time someone goes to those depths to write something that’s that beautiful and that personal and that meaningful to him, and to me, you want it to fit into the movie,” Cooper says. “Eddie has such a rich voice, but what makes it difficult is his voice is much like Bruce’s. It’s unmistakably Eddie Vedder. The second you hear that voice you know, ‘Jesus Christ, that’s Eddie Vedder.’ And even if I was using it as a needle drop in the film, if Christian were driving down the road and he turned on the radio and here’s this Eddie Vedder song, again, it was just so powerful. I know it sounds odd but it was so powerful that it took me out of the narrative.”

In the end, Vedder and Cooper felt the songs were best left unreleased. “They’re very personal songs to Ed and to me,” Cooper says. “I forged a close relationship with him through the movie and it’s probably better kept between us.“

I think it means Eddie gave B. Cooper notes on songs that B. Cooper was working on for the movie, not that Eddie had songs for A Star is Born.

I never once saw anything about Eddie having songs for A Star is Born.

I believe Speed of Sound was rejected by Ronnie Wood. I heard Bonnie Raitt passed too so they put it on Backspacer.
