Best/worst one-off T.V. episodes
Episodes that did nothing to advance the plot or appeared to be "bottle"/filler episodes.
Best:
The Fly - Breaking Bad
That's My Dog - Six Feet Under
Worst:
A Million Little Fibers - South Park

I would argue The Fly does not fit the definition you presented in the OP.

I think bottle episodes have more to do with breaking the normal structure of an episode or focusing on one event and/or a small group of characters.
They still advance the plot, but in a very specific way.

Vince Gilligan: "We were hopelessly over budget ... And we needed to come up with a bottle episode, set in one location."

Space-X Files Season 1. Truly terrible tv and if I remember right had the highest production cost of all the first season episodes.

Fly is pretty good. Pine Barrens (The Sopranos) is a great episode but I'm not certain it would qualify here. As a kid I watched an episode of Mad About You where Paul Reiser and Helen Hunt spent the entire time talking to each other while their new baby cried... at the time I thought it was so original and great but it was probably awful

You defend yourself well in those previous posts. I'll allow The Fly.
And it is one of the best episode of TV I can remember.

Problem with the Pine Barrens episode was that it was a bottle episode. Everyone I know expected it to set up the next season.

What about that weird one in Season 2 of Stranger Things? With the teenage homeless kids?

But it was a drastic "one-off" episode that eschewed the show's usual format.

The Chinese Restaurant and The Parking Garage were both great.
I think Larry David could do an entire series that's just bottle episodes.

For a moment I confused Armin Tamzarian with Hank Scorpio and was getting ready to yell at you
