Lucas but moreso Filoni always explains that’s what the prequels were about. The blindness and failure of the Jedi. Something very subtle everyone missed about Luke’s ranting about them in TLJ. It’s like people didn’t see or missed the point and theme of the prequels. It’s not even a subtext, it’s right there.

Star Wars is about people rising to their greatness despite their faults. That is why Luke's arc continued so brilliantly through TLJ

Well that’s just it. Complacent and unchallenged for 1000 years.
Then blind and unable to handle the danger once it reappears.
And it’s not like It was overnight. Palpatine was crafting his myriad plans for years and years.
And they didn’t notice and were caught totally off guard.
They became arrogant and myopic and lost touch with the force.
