What's the point of Commerce collecting the data if it doesn't effect federal resource allocations?

So what's the motivation behind this data gathering now? I understood it with the census because it was a way to under-count the immigrant population and better serve conservative interests regarding redistricting. But what does it do if gathered by other means?
