Sadly, yes. This is from a piece a few years back, detailing the death of an inmate whose suicide risk was considered especially low (and who had not made a prior attempt)...they still qualified to being checked on once an hour:

Suicide has been the leading cause of death in jails in every year since 2000, according to the latest Justice Department data. This is not the case in prisons, where inmates are more likely to die of cancer, heart and liver disease.

“People often say, ‘Well, if somebody wants to kill themselves, they’re going to kill themselves,’” said Margo Schlanger, a law professor at the University of Michigan who specializes in criminal justice. “That’s false. If you run a facility with an appropriate degree of suicide prevention, you get almost zero.”

Jeffrey Epstein had already attempted suicide once, and no one checked his cell at all before 7:00 AM.

I dunno. The guy tried to commit suicide once already, he seems to have been basically without supervision despite being on suicide watch, and if you want to suggest murder it's just as likely that he would have been killed by a guard for being a pedo as some sort of political cover-up. There's certainly reason to think someone important wanted him dead but I think it could also, easily be a case of willful neglect.
