It's not, actually. It does sound like it, though. You get the fibers and nutrients from the grain when you mill it. The alternative is "enriched wheat flour" which just means they strip the wheat of any nutrients, pump it with bullshit after the fact, then dye it to look like healthy wheat bread (sometimes with brown sugar.)
