Well a UI needs a 50+1 in both NI and Ireland to pass.
It’s not in the gift of the UK to allow or block that as it’s a tenet of the GFA for a ref to be called if there’s sufficient support for it. (That’s growing daily)
They can and will block Scotland having a referendum though.
