Palpatine was experimenting with kids and force sensitive kids.
The mandalorian is exploring the origins of the first order. Babies being taken from their families to be grown into stormtroopers (hey Finn!)
Rey is more than likely one of those kids were stolen from her parents and somehow was stolen to safety or sold by zori bliss. It’s her ship in the trailer.
