It's a possibility yes, I would imagine the member institutions would want to quickly get together and ban California Universities from the post season etc. That's the usual hedge.
If the Federal Law passes or if similar other laws are passed in other states, the system for College Football and Basketball and every other sport becomes a lot more fair.

some important information I left out. Obviously Congress has the power to regulate interstate commerce, so it could be struck down on that statute.
Also it doesn't become effective until 2023, so yeah. Essentially this is more or less a request for Congress to get off their butts and end NCAA amateurism.
Just take away their tax exempt status if they refuse NIL rights.

It could indeed be superseded by federal law, and I'm sure the NCAA is going to try to lobby for that, but given how split Congress is right now, and dealing with the Trump circus, I would not be surprised at all if this is a low priority for them. Sure, at it's heart the bill really has nothing to do with interstate commerce. Being able to trade on NIL is fair across the board, the amounts won't be obviously, but there's already vast inequities in college sports. They just pretend not to notice.
