It was planned to be Palpatine all along. That’s what the aftermath books were about and a few other tie ins.
Jj and Kennedy both have said he was always the endpoint but just had to figure out how.

Well, there seems to be a lot of feelings that he will be, so my guess is you'll get that wish. I'll never accept that he was inserted into Jedi, tho. The reasoning for it is so stupid. On par with midichlorians stupid. Sorry to let you down on that one, but that's one of the biggest missteps Lucas made in his involvement in these movies. In my, minority, opinion.

They’ve literally used blue sky ideas from TFA, you can see them in the art of book.
Most noticeably the emperors throne room underwater with Rey swimming to the chair.
And other stuff.

So if that’s in play, the book also has Anakin as a force ghost but he’s burned and half ruined, like a split spirit. They obviously never went with it.

They might here. That could be our compromise
