The FEC doesn't have any sort of power to suspend elections. Nor does Congress, nor does the president. States are in charge of federal elections. State legislatures are the only ones conceivably with the power to delay an election, in which case that state may not have any electoral votes if they don't hold and certify an election prior to the Electoral College casting their ballots.

Just because Trump argues that there's no rule of law and that he has emergency powers doesn't necessarily make it so. He states in his tweets what would happen which is the Courts should immediately rule such an action unconstitutional. (He expresses skepticism by calling it "his corrupt judiciary" but I think that is thankfully a major exaggeration.) But again, since states are in charge of elections he would need to do something dramatic like send in troops to shut down precincts and voting in states that decided to hold their elections anyway. There isn't a "suspend election" button a president can just push.
Regarding a few other things from his tweets, the president cannot legally suspend habeas corpus, that power is delegated to Congress. The president has the authority to shut down the internet or all communications? What? Additionally, states can choose their electors however they want and can instruct, or regulate, electors to vote however they want. The people do NOT need to vote for a state to choose electors and have those people vote for the president.
If there isn't a winner in the Electoral College by inauguration day, the current VP "shall act as President, as in the case of the death or other constitutional disability of the President." So his claim that "without an electoral vote the president cannot be removed" is simply incorrect.
A lot of what he describes isn't "legal" as he claims. Some of it is based on precedents of things like Lincoln illegally suspending habeas corpus, or are only legal if you consider the presidential claims of extra-constitutional unitary powers to be "legal" when there isn't much, or sometimes any, case law to directly support such an interpretation.
His argument basically comes down to "Trump thinks he can do anything he wants so he can do anything he wants even if everybody else tries to stop him." That may be, but it's a far cry from his claim that "this is all legal."
