I guess it depends on how many good songs it takes to keep an album from sucking. I like three songs on the album. I love one of those. If that's enough then I'll take back what I said. I love those 4, so I can't say the album as a whole sucks. But the rest of the songs are decidedly average by R.E.M. standards.

Again, it just depends on how you want to define it. Three songs is a quarter of the record. If 3/4 of the thing is bad to unlistenable, I'd still say the record sucks.
