And FWIW, that study regarding Russia was done on behalf of the Reagan Presidential Foundation and Institute.

It's equally ludicrous to suggest that a smaller number of people who inhabit a far larger space should dictate the outcome of a national election.

That said, Tennessee should not dictate how Californians live, and California should not dictate how Tennesseans live, so the answer is more regional autonomy and weaker federal government (which will never happen because most people are wannabe tyrants who think they know what's best for everyone.)

I don't think you have the mechanics of it right, or you're mixing things up with the rationale for the structure of the senate.

For example, New York State gets lots of electoral votes because of its dense population centers, and all the rural voters put together can't outvote the NYC metro area so it seems like those "forgotten little people" in small-town New York get less of a say because of the electoral college.
