It can't exceed the value its being compared against, so it would have to be something like "ClosestWhileLessThanOrEqualTo", which doesnt exactly roll off the tongue lol.
Consider this dataset:

where it is ordered by [value] ascending.
If the function was called seeking a value of 808.0, it would return record 3, but if it was called seeking a value of 806.0, it would return record 2 even though record 3's value is closer (because its greater than.)

I've learned from running the Star Wars box-office prediction threads that laying out precise rules is extremely important because, well, most RMers (1) are whiny bitches and (2) have the reading comprehension of a boiled potato, so you need something to point to later when they whine (see #1). Jorge could've been a bit more precise in his instructions, that I concede.
However, I also watch The Price Is Right every day and think about the game theory that goes into bidding a lot, and I think the best interpretation of the OP's rules is that "going over" in this case ~= "having the date pass." Think about it this way: the worst thing to do when you're on Bidder's Row is to bet $1 if you are not the last person to place their bid, because then someone else can just bid $2 (I saw a version of this happen on a recent episode, where the bids went as follows: $500; $501; $502; $503--the $501 and $502 bids were absolutely mind-numbing, because it gave other players a chance to block them). You should only bid $1 if you believe everyone else has overbid (or come close to it). The rules of Jorge's game work a bit differently, but I would hazard that the equivalent to bidding $1 is not to pick today's date (i.e. February 27th, 2017, in this game's case), but rather a date so far into the future that it would out distance every other guesser's date, just like a $1 bid will undercut everyone else's bid if you think they went over (except in this case, you think everyone else's guess is just too early). So the equivalent to bidding $1 would be guessing "January 1st, 2100" (or, as Kaius did, April 20, 2069). You really shouldn't guess that until everyone else has gone, because then someone can simply guess, "December 31st, 2099" and you are immediately out of the running. Guessing one date later than a reasonable date doesn't really have the same effect, since in theory it could still be correct--it's more like bidding $525 to another bidder's $500 because you think you might be a hair closer.

Let me put it this way. Let's say you somehow have a way of knowing that you are the last "bidder" in Jorge's game. You think everyone's guesses are too early . But you don't want to guess too early too, so instead of coming up with a realistic guess, you guess 1/1/2100. But let's say you're the last bidder and almost all of the guesses look too early, except for some moron who's already guessed 1/1/2100. Would you try to guess the date exactly, or would you guess 12/31/2099?
