Palpatine could’ve still been the big bad without the decisions placed upon the Rey character thus retaining the Skywalker Saga status, but with how Rey ended up, it irrevocably changed the theme of it all.
By that exact logic it’s luke that brings balance to the force not Vader. He pays with his sacrifice. Ben does with his.
Rey didn’t restore any balance. She died too trying to defeat him. You’ll notice balance isn’t even mentioned in the film.
Who cares. It’s awful and treverows script was better apparently.

I'm still really disappointed in the cynicism that seems to have guided this movie's creative path.
Problem: Incels are so mad about Rose Tico existing at all that they hounded Kelly Marie Tran until she left social media. We want their money.
Solution: No more Rose Tico.
Problem: Uptight old dudes and culturally authoritarian governments might throw a fit if Poe is gay. We want their money.
Solution: Here's Poe's ex girlfriend. We'll toss a background kiss in to make ourselves look diversity-brave.
Problem: Some people think Rey is a Mary Sue. We want their money.
Solution: Here's an otherwise completely unnecessary training montage. Also, let's have the movie tell us that Rey won't accept Luke Skywalker's lightsaber until she is worthy of it. That's pretty on the nose.
Problem: The last movie presented a complex, imperfect universe in need of new ideas, new ambitions....a new hope. Boy did that upset some people. We want their-
Solution: Palpatine Skywalker Palpatine Skywalker Palpatine!!!
Problem: Tossing in another Death Star would be incredibly lazy and dumb, but we need the biggest most awesome finisher of all time. For money!
Solution: Death Star.

Have you actually read it? It makes the actual film seem like a sedate character centered piece. And it’s waaaaay more fan servicey in the wrong way than what we got.

It's more cynical than that because their solutions were for mostly imaginary straw men they themselves concocted to convince themselves the previous movies really weren't that bad.
