Saving lives is the most important thing, yes, but Dime is also correct. Service industry workers live and die by this income, so to speak. Not to mention small businesses who live and die by margins and monthly PNL sheets. It's hard to accept in the heat of the moment.
Houston, for example, just had 265,000 people lose their incomes for the foreseeable future overnight. The weeks leading up to this have not been kind to their savings either as social distancing has significantly decreased their nightly sales and tips.
This is a difficult problem for everyone involved. Doone, I'm not really addressing your post directly, but using it as a platform to address a larger trend I see brewing in which hospitality and tourist spots are taking a PR hit for existing at this moment.
Our governments need to make this economically feasible for workers to lose this income but also our leaders need to make it 110% crystal clear that congregating in large groups is a problem.
I don't think anyone at the moment knows how to do this outside of significant help from the private sector in the way of .orgs and GoFundMes.

NC Governor just announced limits to gatherings of <10 for 2 weeks and <50 for 8 weeks (unclear if those run concurrent or not).
He's also closing dine-in bars and restaurants, and losing rules on unemployment benefits for employees affected by COVID-19.

This is going to be such a financial shit show. Governments have no clue who's being adversely impacted other than airlines, and have no clue what to do.
