Oregon had around 500 unemployment claims on Sunday. Today that number is over 18,000.
I'm trying real hard to be the shepherd.

I think in Texas they suspended a lot of the requirements for unemployment.

wow the AGI cap on the McConnell bill for helicopter money

$1200 per person or $2400 married, +$500 for each kid

but it is:
- based on 2018 income
- 75,000 AGI threshold for individuals, 150,000 for married where it starts to phase out
- phases out entirely at 99,000 AGI and 198,000 married

this means:

- the punishment of high COLA states continues

- if you have kids and are $1 over the cap you get nothing (except to watch them while you wfh and/or are unemployed)

- it you are an individual that earned over $99,000 in 2018, regardless of what you earned in 2019, or just got fired, you will receive nothing

great stuff

I guess it was the GOP starting point and the Dems were left out.

I expect the Dems to open it up more.

Basing cutoffs of 2018 income seems idiotic when you are trying to fix for people who just got laid off

tons of small business owners make low six figures for very hard work and will have to shutter their businesses soon. they need this money. this plan doesn't help them

and anyone with kids should get this to help them pay for their forthcoming divorce after WFH for weeks on top of each other

Now we've put our thinking caps on...
Under the House bill, all individuals with a Social Security number, including retirees and the unemployed, would receive $1,500, compared with $1,200 for taxpayers in the Senate bill.

But households with 2020 income over $150,000 for a joint filer, $112,500 for a head of household filer, and $75,000 for a single filer will be required to pay back part or all of the assistance payment over three years. For these households, the payment is a zero-interest loan.
SUCH a better structure to plan the payout around 2020 INCOME LEVEL and then turn it into an interest-free loan to be paid back later

this accounts for people who still have yet to be fired! (maybe all of us!)

and all the other free shit the Dems put in their proposal, like pausing mortgage payments, I am down for too

I am sure this can be easily worked thr-- oh boy here we go
Stimulus Deal Snags on Abortion Providers (5:47 p.m.)

A fight over abortion providers like Planned Parenthood is one of the remaining holdups in negotiations over the Senate’s stimulus bill, according to a person familiar with the talks.

Democrats want abortion providers to be eligible for aid under the small business portion of the bill, the person said.

Republicans had put in language barring nonprofits that receive Medicaid funding, which includes Planned Parenthood, from accessing that aid.

A Democratic aide said more than Planned Parenthood would be affected by the disputed language. It would also block assorted other nonprofits from accessing the money, including nursing homes, mental health providers, rape crisis centers, home health agencies and group homes for people with disabilities, the aide said. -- Steven T. here she is:

https://www.help.senate.gov/imo/media/d ... 0FINAL.PDF

for the helicopter money - it's not going to be based on 2020 Income - instead 2019:
Section 2201. 2020 recovery rebates for individuals

All U.S. residents with adjusted gross income up to $75,000 ($150,000 married), who are not a dependent of another taxpayer and have a work eligible social security number, are eligible for the full $1,200 ($2,400 married) rebate. In addition, they are eligible for an additional $500 per child. This is true even for those who have no income, as well as those whose income comes entirely from non-taxable means-tested benefit programs, such as SSI benefits.

For the vast majority of Americans, no action on their part will be required in order to receive a rebate check as IRS will use a taxpayer’s 2019 tax return if filed, or in the alternative their 2018 return. This includes many low-income individuals who file a tax return in order to take advantage of the refundable Earned Income Tax Credit and Child Tax Credit. The rebate amount is reduced by $5 for each $100 that a taxpayer’s income exceeds the phase-out threshold. The amount is completely phased-out for single filers with incomes exceeding $99,000, $146,500 for head of household filers with one child, and $198,000 for joint filers with no children.

And then there is this:
Section 3513. Temporary Relief for Federal Student Loan Borrowers

Requires the Secretary to defer student loan payments, principal, and interest for 6 months, through September 30, 2020, without penalty to the borrower for all federally owned loans. This provides relief for over 95 percent of student loan borrowers.

And then there is this charming gem. Are they quietly slipping in an April Fool's joke for Mr. DJT?!? We know he doesn't like to read...
Section 4019. Conflicts of Interest.

Any company in which the President, Vice President, an executive department head, Member of Congress, or any of such individual’s spouse, child, son-in-law, or daughter- in-law own over 20 percent of the outstanding voting stock shall not be eligible for loans, loan guarantees, or other investments provided under this Title.
