And America, or any globalized western liberal democracy, really isn't built to be shut down. As in it probably can't be done. If a soft lockdown is ineffectual, and we are incapable of taking the truly draconian measures necessary, then what is the alternative?

This is to say nothing of Trump's motivations. I'm sure they are strictly selfish reasons. I don't care much about motivations though (edit: compared to results anyway. I'd be lying if I said I don't care about motivations.)

I'm still unclear about what power Trump has here? Seems like one of the few times the states have the power. As far as I can tell, he doesn't have a lot of official power. But then again, executive orders can do almost anything these days.

A bit of his power comes from downplaying the seriousness, touting unproven treatments, saying we should go back to normal, when normal doesn't exist. A good amount of people are eating that shit up. I honestly don't understand Trump dragging his feet on using the powers he has with the DPA to get ventilators to places that can run out in weeks. I mean, even more than I usually don't understand him. Sure, it's against Republican orthodoxy, but I thought he was supposed to be the Republican that didn't care about that.

The only things that seemed to have shown that they can work (disregarding the measures a country like China has at their disposal) are intense social distancing and testing, isolation on positive cases and tracking. We can make the argument that the U.S. isn't going to do that, but I'm just not really understanding how things will be back to "normal" in an extremely virulent disease that has disastrous implications for some portions of the population and is no picnic for many others.
