How people shelter during a hurricane is what the goal is. People don't shelter for the full hurricane season nor do they shelter in California when a hurricane is forecast in Louisiana. Tornados only kill around 40 Americans a year. Hurricanes vary, but it’s usually between 30 and 120. People will get Covid. just like people will get rained on. Every instance of Covid is a potential hurricane but actions can be taken to keep it localized. It also requires understanding that individuals risk tolerance will vary and that instituted precautions should meet some sort of middle ground on risk.
