I can understand where such and idea might come from. NIH had a program called PREDICT that studied exotic viruses and funded research into highly controversial “gain of function” studies. The program was started under Obama in 2009, though approved under W. One of the main areas of study was bat derived Coronaviruses and was conducted at the... *drumroll*... Wuhan Institute for Virology. The general scientific consensus is that COVID-19 lacks the hallmarks of typical gain of function efforts, which involve genetic manipulation.
