If you’re high risk and not straying the fuck at home, you’d have to be an idiot to leave your house without an N95 or higher PPE. Alternative story: runner who is mostly healthy contracts it while on his run from another stranger otherwise healthy and stops at the store and passes it on to others who are otherwise healthy and they move on showing no symptoms ends up giving it to someone at home who has been taking care of themselves Because they have underlying conditions and end up dying

Masks when you are inside and social distancing is not possible are a great idea. That has nothing to do with masks in outdoor places, where social distancing is maintained at nearly all times. Nor does it take away from the personal responsibility that high risk people should be taking to maintain their own health.
It never has been all one or the other.

Problem one would be that you don't seem to know how masks work--they primarily serve to keep particles *in*, not *out*. But more to this direct issue: some people are high risk precisely because they have underlying medical conditions, for which they need medication, for which they need to walk down the sidewalk and go to the pharmacy. Or, perhaps, they have asthma, but they also have dogs who need to be walked three times a day. Absolutely no one *needs* to run. Leaving the sidewalk free by running in the streets or walking over to the nearby park would be a simple, common decency you could afford your neighbors. Or, you could wear a mask while running. Three great options here!

I think you are unfamiliar with N95 and higher grade PPE. Home delivery is available for high risk people. Dog walking services as well. Two great options here.
Taking care of yourself versus expecting others to take care of you under the guise of goodwill. Let me know which is more effective.
I’m a pretty practical person. Shaming people into wearing masks outdoors is a hard sell. Legislating it even harder. Addressing a message to high risk people informing them that there are pretty effective protective measures they can take should they feel the need to not stay at home is most likely much more effective.
I can see how our country is doing versus yours, and I can see which is a more effective strategy.

So just to be clear, you are arguing that anyone with a high-risk condition needs to stay permanently in their house in a high-density area, making it incumbent on them to pay extra for home care services, so that joggers can be free to use the sidewalk without a mask, rather than any of the three options outlined above (wear a mask, jog in the street, go to the park less than a mile away)? Very reasonable and practical my man!
