In partnership (as far as I've seen) with NASA though. Should be clear that the "history making" seems to be about the private sector doing what the government did long before most of us were born. It's a cool thing, I watched it. But Elon Musk was over-shadowed for a minute by Solyndra's collapse, but made good with the same program. The American public made the investments that led to this, like most other investments that pay dividends for the private sector and then get forgotten.
