The New Deal? Like the legislation that formally codified racist policies like the FHA refusing to insure home loans to black people enshrining housing discrimination as official federal policy for the next 30 years and being the single biggest cause of the black/white wealth gap? Or assigning minimum wages based on industry and conveniently making sure that black dominated industries didn't see wage increases? Or those work programs that specifically disallowed black people or if they were allowed mandated that they had to be paid as a novice no matter their actual skill level? Not sure that's the answer...

It was in reference to how the government helped white people build wealth. I take your point, though. Just meant the white folk can’t complain if the black community sees some help.
