Yes, but that only makes sense on the album where Infallible is the next track. What you hear at the end is like an intro to Infallible. Really the big dividing line in Pearl Jams fans seems to be people who love Ten/Vs against people who love Binaural/Riot Act. Unfortunately for me I fall into the Binaural/Riot act group and haven't been all that pleased with their post-RA output, but that doesn't mean it's bad. I'm happy for the people that really enjoy the newer material and can see why they like most of it, it's just not my thing.
If anything I'm envious of them - I really wish I liked it. Pearl Jam have been a huge part of my life and it is sad and disappointing to see them go in a direction I don't care for, which I think is why you see such strong opinions from people who don't like the newer stuff.
