That would be a solid backup plan, but the real plan should just be to cancel the season and hope they can start a normal 2020-21 season in October.
But yeah, the idea of forcing a hub into an American market is ludicrous and completely pointless considering there won't be any fans there anyway.
I love hockey but they should just cancel the season. It sucks but I believe it would be the right thing to do, especially given where Covid is in the US.

Assuming the 2019-2020 Playoff Plan actually happens, it just dawned on me that teams with the opportunity to land in the right slot now have every incentive to tank knowing that if they do they are guaranteed the #1 overall pick (Alexis Lafreniere).
They should not have had the lottery until the possible group of teams was set.

No players or coaches will tank and it's too late for GMs to do anything about it. Even if they could, there's probably a lot more value to an organization getting an extra round+ of the playoffs than getting a 1 in 8 chance at Lafreniere.
