Did Tennesee have much migration in the 30s and 40s for the TVA? If your demographics didn't change much it would suggest my hypothesis is incorrect.

I’m not sure. Most of the experiences I’m familiar with has everyone going north to Detroit, Chicago and Indiana back then. i think this is at least partially a product of having to be graceful as a survival strategy in a society that has forcefully looked to exclude them for any reason whenever possible
