D.C. is an interesting case because they aren't a state, don't have voting members of the House, but they can participate in presidential elections. So I don't know the answer. For the record, I've never had a doubt that he and his supporters wouldn't make this easy. Trump complained about voter fraud in 2016, even though he freaking won. This could get ugly. Trump derangement syndrome is a real thing but it's his fans suffering from it.
