I think it's pretty clear that he's talking about fundraising though, so I'm assuming this is part of a longer riff on how he would have raised the most money of all time if not for the lying fake news media and/or the covid hoax. He does sound subdued though, maybe the virus is starting to wear on him.

You are mostly correct. He could have raised the most money if he followed his corrupt instincts but because he's so very much not corrupt he didn't.
