To be a little fair to Trag, there are some paths a president could take (which both Trump and Obama reportedly considered) to change tax code through executive action. The arguments are that you can cut taxes by directing the treasury and IRS not to collect or enforce them (Trump floated doing this with the payroll tax) and you can increase taxes by directing them to eliminate certain loopholes (Obama floated doing this with certain corporate taxes, and Sanders had included this in some of his plans). But AFAIK it hasn't actually been done before, and it seems like it would mostly be nibbling around the edges rather than actual tax increases. More importantly, it's not clear to what extent it would hold up, especially if the opposition controls the Senate AND SCOTUS.

This is why I originally asked the question. FDR even issued an executive order that attempted to essentially establish a 100% marginal tax rate by establishing a salary/wage cap of $25,000.

Yeah I mean, it's not a crazy idea outside of present context but, leaving aside the question of whether Biden would even do this, can you imagine Mitch or the new SCOTUS power-trio letting it stand?

I'm not sure what Mitch could do because Biden would have the House on his side, but yeah the Supreme Court would (rightly) stop anything like that from going into effect before the ink dried.

Gotcha. Yeah I don't think McConnell is physically capable of blinking at this point, just licks his eyeballs to provide the moisture. So he has a pretty big competitive advantage in any stare-down scenario.
