The tweet has already been flagged for disinformation, but it's also the same case the Trump admin began presenting in a federal court here around 5:30, so we should know soon whether it was bullshit or not. Based on Trump's previous fraud allegation in Michigan, we'll uh...see what happens.

If it is true, it's not clear to me what the effect would be--at most, a recount would be in order, which is probably going to happen in PA anyway. They're not going to throw out ballots based on a poll watcher technicality.
