It’s not the messaging. It’s people 1) not caring and 2) being burnt out on it.
There's lots to be confused about. What are essential services? What does border closures mean? If bars and restaurants are allowed to be open, does that mean they're safe? Does the government want us to follow their legislated rules or other non-legislated rules (stay home, keep as small a bubble as possible)? If business activity X is deemed safe and legal, why isn't business activity Y that seems to have the same risk profile? Are masks required outside? Are socially distanced get togethers safe when outdoors? When indoors?
I mean, you're right, every state, county, city, and neighborhood have their own rules.

"If business activity X is deemed safe and legal, why isn't business activity Y that seems to have the same risk profile?"

This is the question that drives me bonkers. NO business is safe. Some are safer than others. Some are more essential than others. I've seen people ask why grocery stores can be open but record stores can't. Because you won't starve to death in the absence of records, asshole.
Weren't you at a record store last week thirsting around for that Painted Shield record?

I'm sure if you just virtue signal to them as hard as you possibly can they will start to see things your way.

Virtue signalling is just a term used by people who can't imagine doing something good for others without some sort of reward.

The thing about virtue signaling is that everyone does it, really. There are flagrant abuses of it which should probably be called out, but Verb himself is virtue signaling here all the time. To whom, I am not sure.

You don't talk to enough conservatives. All I hear from my family/friends who voted for Trump is complaints about the changing messages (never Trump's fault). They WANT to find reasons to not follow the guidelines and then refuse to do so. Two of my cousins were in the hospital and now my brother-in-law is teetering on hospitalization. I'm just thankful my parents (80 and 78) haven't gotten infected.
