He led the national league in OBP 7 times, 3 of those instances he led all of mlb. His career OBP is .419, which is best among all active players.

In 2008 he finished 2nd in NL RoY voting to Geovany Sotto. All the while beating Sotto in games played, total at bats, hits, runs, home runs, stolen bases, avg, obp, slg, ops, and ops+. They tied in WAR.

I think so, but I also don't think he will be a first-ballot HOFer.

That seems to be a popular stance. If you look at his baseball reference page he has that 7-8 year period of lots of stats in bold, but JAWS has him a bit below average for a HoF first baseman.

From Jayson Stark on yesterday:
Jayson Stark wrote:
Finally, Joey Votto made it into the batter’s box 223 times last year. Want to guess how many times he hit a pop-up in the infield? If you know your Joey Votto trivia, you know that answer is zero. Well, it isn’t 2020 anymore. So what do you think he did in his very first trip to the plate in 2021? Yessir. He popped up to Nolan Arenado. Baseball!

But hang on. We’re not even done here. You’ll never believe what transpired in Votto’s fourth at-bat of the season. Yup. He popped up to Yadier Molina.
