“Down” is the most blatant rip-off Pearl jam has ever recorded. Another reason why it’s one of their worst songs.

It's not fair to call that a 'rip off' in any accepted use of the term, though.
Do we really expect the guys in Pearl Jam sat down, listened to that tune, mocked up their own soundalike and thought "gee, we really got away with that one!"
It's a pretty generic chord progression, I'd be surprised if there's only one commercially-released song with a vague resemblance.

I read an article years ago that compared it to Down. Apparently that band is or was pretty big in Portugal.
