Since it is uneven number for a head to head, March Madness tourney, I'd suggest having head to head matchups for the first round and then having a vote to determine the three best of the first round losers. You could then reseed to do a bracket of 8 teams.

Or, you could two three team matchups (choose two) and three head to head matchups (choose one).
