I'd be surprised if there is a quote from Biden that is clearly a promise of $2000 extra, but sure, some Democrats endorsed $2000 checks. To be fair, a lot of the reporting on this was sloppy, and didn't do a good job of discerning if they were talking about a total of $2000 or a separate $2000 check.
