I'd be surprised if there is a quote from Biden that is clearly a promise of $2000 extra, but sure, some Democrats endorsed $2000 checks. And, as we all know, Biden is a puppet of the Squad, so if AOC or Omar said it, it was a promise from Joe Biden.

To be fair, a lot of the reporting on this was sloppy, and didn't do a good job of discerning if they were talking about a total of $2000 or a separate $2000 check. Maybe his team was intentionally leaving it ambigious when they were crafting the messaging?

But anyhow,

you can make an immediate difference in your own lives, the lives of people all across this country because their election will put an end to the block in Washington on that $2,000 stimulus check, that money that will go out the door immediately to people who are in real trouble.

I don't think it was ever made clear at the time. Some members of Congress may have been pushing for $2000, but I don't remember Biden ever saying it. It doesn't seem like something he would support, either.
