I feel like that is getting misrepresented. He's not suggesting we change the orbit of earth or the moon, he's trying to lay out a 'gotcha' by suggesting Earth's orbital drift is causing climate change and it's not something we can overcome.
It's a mindlessly stupid thing to say, but he's not literally asking for the moon's orbit to be altered by the national forest service.
