I'm not going to take a deep dive into the particulars of any specific states, but I will offer two general comments:
1. On the one hand, perfect should not be the enemy of the good. Stopping people from being criminally liable for cannabis is a major win.
2. On the other hand, if the regulatory scheme in place is still resulting in a black market, then that means they have more work to do to loosen the regulations in question.

The taxes (upward of about 40% when taken together) and onerous regulations in California have led to the tax revenues generated falling far short of projections and the decrease in illegal marijuana sales to be far less than anticipated as well.
