Apparently the rules about non-FDA approved drugs can also just be waived:

So, he officially needs a waiver but that is apparently the only encumberance. I thought it was a more significant impediment than that.

Obesity is highly correlated with inflammation, cardiopulmonary issues, and a weakened immune system. IIRC, these are what actually kills patients with Covid-19.
