It's a combination of the performances, concept, suspense, action set pieces, and silliness that make it a great action movie.

Yeah there is a silliness to it that doesn't distract from the movie. As outrageous as everything is, only once in the movie did I say to myself "well that's just dumb, that couldn't happen". It was when the bus jumped the gap of two equally flat road surfaces.
